Surplus Lines Regulation

Surplus Lines Regulation is a form of insurance regulatory framework that governs the placement of coverage through non-admitted insurers for risks that cannot be insured in the standard domestic market, distinguishing it from admitted market regulation by its reliance on surplus lines brokers, exemption from state rate and form approval, and compliance with mandatory eligibility criteria and surplus lines taxes.
