Second-best Pricing

Second-Best Pricing is a pricing framework in the theory of public utility regulation that, under binding constraints such as non-negative profits, deviates from first-best optimality by setting prices to maximize social welfare subject to the requirement that prices cover costs, typically resulting in markups inversely proportional to demand elasticities.
