Pullman Abstention
Pullman Abstention is a judicial doctrine in U.S. administrative law whereby a federal court, faced with a potentially dispositive federal constitutional question, abstains from ruling in order to allow a state court to first interpret an ambiguous state law that may resolve the dispute without constitutional adjudication.
