Preliminary Refusal Procedure

Preliminary Refusal Procedure is a formal administrative process within intellectual property examination systems in which a patent or trademark application receives an initial, non-final rejection based on substantive or procedural deficiencies, distinguishing it from final refusals by allowing the applicant an opportunity to respond, amend, or traverse before a final determination is made.
