Open Rule Procedure

Open Rule Procedure is a legislative decision-making mechanism in committee settings that permits the introduction and consideration of any relevant amendment to a bill without prior restriction on the scope or content of proposed changes, thereby distinguishing it from closed or structured rules that limit or pre-specify allowable amendments.
