Mandate Interpretation is a theoretical construct in international relations that specifies the process by which state and non-state actors ascertain the scope, limits, and permissible actions authorized by a United Nations Security Council resolution establishing a no-fly zone, particularly when the mandate's language permits divergent readings regarding the use of force and operational enforcement.
