: This report documents the proceedings of the first Workshop on COTS-Based Systems, held at the Software Engineering Institute (SEI) June 10-11, 1997. It describes the workshop activities, the discussions of three breakout groups, and some general conclusions reached by participants in the workshop. 1. Introduction 1.1 The First COTS-Based Systems Workshop The first COTS (commercial off-the-shelf)-Based Systems (CBS) Workshop was held in Pittsburgh, Pa., at the SEI on June 10 and 11, 1997.
