The goal of this paper is an articulation of the role of public transport sector operation in contributing to poverty reduction. The primary objective is to establish a sound conceptual framework for identifying, examining, and shaping the full potential role of transport operations in reducing poverty. A review of recent transport operations was undertaken to comprehend existing practices and to identify innovative approaches. A key finding of the paper is that there is a need to strengthen the direct role of transport intervention in poverty alleviation. This will require building far better knowledge of the transport needs of the poor, and how these needs are best met.
