This article discusses the findings of a study that was coordinated by the Massachusetts Highway Department and funded by the Commonwealth of Massachusetts. Under the 1994 Solid Waste Master Plan, a goal of recycling and composting 46% of municipal solid waste generated within the state by the year 2000 was reaffirmed. The study's purpose was 1) to identify and develop sustainable markets for waste and recycled materials (WRMs) that are diverted from traditional disposal methods such as landfilling; and 2) to identify the WRMs that have physical and chemical properties, constructability, quality control, field performance, stability, and environmental impact suitable for the identified markets.
