The basis of the pavement management system consists of the street register aiming at maintaining information connected to streets and the pedestrian and bicycle traffic arteries. This information constitutes at the same time actual basic data for the maintenance system. The street register includes information of the properties, condition, bearing capacity, rehabilitation and construction measures, forecast data on damage and limit values for condition data. The street register has been structured using the ingres relational database. The pavement management system is a tool for decision made on rehabilition and maintenance plans. With the aid of report programmes it is possible to output the present condition of the street net at different levels. Models have been drafted to forecast the changes in the condition of the street, with which it is possible to evaluate the change in condition within the next five years. Comparison of the forecast values with the condition criteria gives the need for rehabilitation during this time. A priority programme has been developed for the drafting of the measure programme, which outputs the repair targets in order of importance, the measures and their costs for the next three years such that the budget is not exeeded. The system includes also programmes for the analysis of the effects of the measure programme. (TRRL)
