Abstract

The structure of this paper is as follows. Section 1 gives an overview of the summary. In section 2, the authors consider employers business travel and freight. In section 3, they summarize the main findings on the value of travel time savings for nonwork purposes. In section 4, they report the evidence relating to the growth rate of the value of time savings over time. In section 5, they consider, given the evidence, the principles and practical issues involved in change. In section 6, they summarize their conclusions and present recommended values for appraisal.
