The Connecticut Department of Transportation (DOT) is the lead state in a 13-state pooled funds project, to assess the Dynamic Modulus, E*, as a test method to characterize hot-mix asphalt (HMA) mix designs. The project is a 30-month effort to: evaluate problems in implementing the protocol into DOT operations as part of the 2002 Pavement Design Guide; conduct a round robin test of the protocol; and recommend changes or modifications to the protocol. This report sets forth problems encountered with the protocol and offers recommendations on changes to the protocol and its use in DOT operations. The results of a 9-laboratory round robin series of tests are presented. E* test results for typical HMA mixes submitted by eight sponsor states are also presented in an appended CD.
