Abstract

Discusses issues of measuring quality of care and concludes that tools are now available to measure quality sufficiently. To ensure that all patients receive care that is considered high in quality, an assessment of quality should be required that is based largely on process criteria. However, in this endeavor, we must use only process measures for which we have sound scientific evidence, or a formal consensus of experts that the criteria, when applied, do lead to improved health.
