Abstract

We present the technical design and expected performance of a detector filled with heavy water, designed to measure the flux of neutrinos produced at Oak Ridge National Laboratory's Spallation Neutron Source. Located about 20 m from the target, this detector will use neutrino interactions with deuterium to measure the neutrino flux to a few percent statistical uncertainty within a few years. This will greatly reduce the uncertainty on neutrino interaction measurements at this source.
