European national emergency response plans have long been focussed on accidents at nuclear power plants and other nuclear installations. Recently possible threats by disaffected groups have shifted the focus to being prepared for malevolent use of ionising radiation aimed at creating disruption and panic in society. Although some countries may have adequate national plans for response, there is a need for European guidelines on how to act in the event of malevolent use of radioactive material.
