Abstract

This book is a report on success-success
\n in trade liberalization and in the removal of trade barriers
\n so as to integrate Latin American economies into the
\n international economy. More particularly, this book is about
\n how several Latin American governments created and managed
\n safeguards and antidumping mechanisms as part of this
\n liberalization. The core of this book is a set of studies
\n describing how seven Latin American countries-Argentina,
\n Brazil, Chile, Colombia, Costa Rica, Mexico, and Peru-have
\n used these trade instruments. Each country study was
\n conducted by analysts from that country. Many of the
\n analysts were high government officials during their
\n country's liberalization, so they have hands-on
\n experience with the construction and the management of these instruments.
