With increased reliance on fast growing but unstable taxes, many state governments have experienced wide fluctuations in tax revenues over the different phases of the business cycle. This paper develops and empirically applies a methodology to diversify the tax structure in such a way as to minimize this tax instability for any given growth rate. The basic approach considers the interrelationships among all taxes simultaneously.
