This paper addresses long-standing fundamental questions on the validity of the classic Halperin-Lee-Read (HLR) theory, which is thought to describe metallic composite Fermi liquids in quantum Hall systems. The authors derive a novel ``noncommutative'' field theory as a low-energy description, and obtain the HLR action and its microscopic parameters in a further approximation. The work demonstrates the importance of noncommutative field theory for future microscopic studies of composite Fermi liquids in quantum Hall systems.
