Village transfers for the environment: Lessons from community-based development programs and the village fund

Abstract

• The Indonesian Village Fund is an intergovernmental fiscal transfer that could support restoration and conservation. • We evaluate the implementation of the Green PNPM Program and the use of the Village Fund from 2015 until 2017. • We argue that the Village Fund could finance conservation and reforestation if certain design principles are incorporated.
