A RuO<sub>2</sub>/Co<sub>3</sub>O<sub>4</sub>heterojunction catalyst with a perfect OER and HER overpotential in 1 M KOH solution was synthesized. It contains only a small amount of precious metal oxides but demonstrates a better performance than most reported Co<sub>3</sub>O<sub>4</sub>-based electrocatalysts.
