Abstract

Once all of Russia’s governors are elected, they will be poised to play a much more influential role in shaping the future of the state. Their influence will not only be enhanced by their popular election, but will also be bolstered by their new role in the Federation Council and by the concessions many of them received in recent treaties with Moscow.
