Abstract

President Roosevelt agrees that Chaplain MacGrail should be court-martialed. MacGrail sent a telegram claiming to know scandalous facts about military and marine officers, and Roosevelt wants to know them. Roosevelt directs that the proceedings be kept secret until completed.
