Abstract

At a time when Tanzania is engaging in planned settlement to an unprecedented degree, consideration of an earlier example of planned agriculture may help the current rulers learn from past experience in their own country. This paper is an analysis of the positive and the negative aspects of the Uluguru Land Scheme (1949-55) with an aim of analyzing what went wrong so that such failure need not be repeated. The whole affair admirably illustrates the following hypothesis:
