Relativistic dispersion relations for photomeson production, analogous to the pion-nucleon scattering dispersion relations, are formulated without proof. The assumption that the 33 resonance dominates the dispersion integrals then leads to detailed predictions about the photomeson amplitude. An attempt is made to keep first order (in $\frac{v}{c}$) nucleon recoil effects. Except for the latter, the predictions of the cutoff model are generally reproduced.
