Abstract

Environmental management systems are being rapidly introduced not only in industry but also in the public sector in many countries. In this paper I will show that environmental management systems could be introduced also at the national level. Such an arrangement would open up opportunities for more transparent and effective international environmental policy. It also can make it possible for stakeholders to be more involved. As a policy instrument, national environmental management systems can be created without lengthy negotiations, and they would be easy to administer.
