This paper describes reasoning and inference mechanisms and the initial experience gained from a preliminary software prototype that can exploit contextual knowledge to dynamically access the electromagnetic spectrum. The proposed architecture draws from semantic Web technologies, such as ontological reasoning, to enable radio cognition consisting of an awareness of the environment (context) and the ability to make decisions and act, two fundamental elements of cognition. Such a cognitive or context-aware radio can access the spectrum more effectively and enable new services and systems
