One can note today a complex territorialisation of hazard and risk. Administrative cutting that are numerous in France, imply a big number of actors and so increase the difficulty of the management of the risk. The risk contributes also to the territory creation governed by specific regulations. Can the risk be managed in a unique framework ? By only one group of actors ? One is still far from such a situation.
