Recently static properties of the spin-one Ising system with biquadratic interaction have been investigated by many authors, and the phase transition in this system has been shown to exhibit characteristic features according to the ratio of the bilinear to the biquadratic interaction. 1) In this paper we present a kinetic theory to describe the dynamical behaviour of this system interacting with the large heat bath, and discuss the relaxation of the system to therm:tl equilibrium. The spin system IS described by the Hamiltonian
