Analysis of multichannel radio observations of pulsars has demonstrated slow systematic drifting of spectral features of CP 0834, CP 1133, and CP 1919. An interpretation of the data witha sim le inter- stellar-scintillation model determines transverse velocities of 100 km s-i for the pulsar wit respect to the interstellar medium and Earth. Additionally, the widths of spectral features of CP 0328 ,CP0834, and CP 1919 are found to scale approximately as the fourth power of frequency, in agreement with the model.
