We characterize those discrete groups <inline-formula content-type="math/mathml"> G G </inline-formula> which can act properly discontinuously, isometrically, and cocompactly on hyperbolic <inline-formula content-type="math/mathml"> 3 3 </inline-formula>-space <inline-formula content-type="math/mathml"> H 3 \mathbb {H}^3 </inline-formula> in terms of the combinatorics of the action of <inline-formula content-type="math/mathml"> G G </inline-formula> on its space at infinity. The major ingredients in the proof are the properties of groups that are negatively curved (in the large) (that is, Gromov hyperbolic), the combinatorial Riemann mapping theorem, and the Sullivan-Tukia theorem on groups which act uniformly quasiconformally on the <inline-formula content-type="math/mathml"> 2 2 </inline-formula>-sphere.
