A model for the deuteron optical potential which folds the optical potentials of the nucleons with their internal motion in the deuteron is discussed. Effects due to spin dependence, deuteron electric and nuclear breakup, and higher-order effects are incorporated more carefully than in previous articles. Approximations are used which reduce the nonlocal potential to a local potential and single-channel approach. The cross section and four analyzing tensors are calculated without any adjustment of free parameters. Good agreement is obtained in comparisons with data for 15-MeV polarized deuterons elastically scattered from $^{52}\mathrm{Cr}$, $^{56}\mathrm{Fe}$, $^{60}\mathrm{Ni}$, $^{90}\mathrm{Zr}$, $^{122}\mathrm{Sn}$, and $^{197}\mathrm{Au}$.
