Since the late 1980s we have witnessed a strong and rapid growth in attempts to influence EU decision making. This article will summarise empirical evidence and discuss explanations for this development. This phenomenon has attracted little attention so far, and we therefore seek not only to comment on such literature as exists but also to pinpoint issues for further research.
