Conant is consistent with his favorite biases which he clearly stated in Education of American Teachers (1963). Again in this latest book, he uses the term to refer to chief state school officers, school superintendents, professional educators, and professional educational organizations such as the NEA. He feels the establishment is not at present well suited for forming public school policy, and proposes after lengthy discussion that the academic take over reform of instructional methods and materials. He seeks active leadership by subject matter professors, not professors of education, in curriculum reform and all matters pertaining to educational innovation. Thus, while Conant seeks to eliminate the power of one so-called establishment he provides the foundation for another one to work in the areas that professional educators have tilled so long and diligently.
