Like the famous satirist Mikhail Zadomyi, there is much that I, too, do not understand. He, as a writer, can be forgiven. But what about me, a professional economist who has taught economics, the organization of production, and the management of industrial enterprises for fifty years? It would seem that I should understand. But I do not understand. The state order >i>[goszakaz]>/i> is debated: Is it or is it not to be at the level of 100 percent of the utilization of production capacity? It is agreed that it should be less than 100 percent (even though this is not observed in practice and the state order is frequently even higher than 100 percent, i.e., includes output produced in excess of the calculated capacity). And I do not understand at all what the meaning of the state order is.
