Abstract

The paradox of modern China is that despite unprecedented economic growth averaging around 13% per year hundreds of thousands of Chinese are leaving their homeland every year in search of economic opportunities or political freedom....The evidence of criminal gangs either organising or facilitating illegal migration from China suggests that the phenomenon cannot be viewed as merely an immigration issue. Reasons for this widespread emigration are discussed and possible policy options are considered. (EXCERPT)
