This paper is one of series presented on behalf of the IEEE System Operation Subcommittee with the intent of focusing industry attention on power system restoration. Expert systems are being considered for restoring bulk power supplies. In general, there are three restoration periods following a major power disturbance: establishment of initial sources of power, re-integration of a skeleton of the bulk power supply, and minimization of the unserved loads. Expert systems together with analytical tools have the potential of addressing the restoration procedures over these three periods. This paper describes the expert system requirements from the point of view of the practising power engineers with emphasis placed on the initial power sources and requirements.
