The weighted information entropy (WIE) is a criterion to evaluate the complex degree of sea-sky infrared (IR) backgrounds, but it cannot describe the complex degree of local IR backgrounds. A new criterion named the mean variance WIE is proposed to evaluate the complex degree of sea-sky IR backgrounds. Experimental results show that this criterion can not only combine the merits of the WIE and the variance of a sea-sky IR background, but also contain the information of local gray values in the background.
