All available elastic electron-proton and quasielastic electron-neutron cross sections are analyzed assuming one-photon exchange. The model in which the form factors are caused entirely by vector mesons is discussed. A good fit cannot be obtained assuming $\ensuremath{\rho}$, $\ensuremath{\omega}$, and $\ensuremath{\varphi}$ mesons alone. An acceptable fit with an additional ${\ensuremath{\rho}}^{\ensuremath{'}}$ meson is discussed. Possible connections with elastic $\mathrm{pp}$ scattering are also discussed.
