In this paper the problem of sensitivity, reduction by feedback is studied and related to a problem of decentralized control. A plant will be represented by an <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">N \times N</tex> matrix of frequency responses, which may be unstable or irrational. The object will be to find conditions on <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">P(s)</tex> under which a diagonal feedback <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">F(s)</tex> can make the sensitivity <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">\parallel{I + P(s)F(s)}^{-1}\parallel</tex> arbitrarily small over some specified frequency interval [ <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">-j\omega_{0}, j\omega_{0}</tex> ] without violating a global sensitivity, bound <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">\parallel{I+ P(s)F(s)}^{-1}\parallel \leq M</tex> , ( <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">M\geq</tex> some const. >1) for <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">Re(s) \geq 0</tex> . It will be shown that such a diagonal feedback of the "high gain" type can be constructed whenever <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">P^{-1}(s)</tex> is analytic in <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">Re(s)\geq 0, P(s)</tex> satisfies an attenuation condition near <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">s = \infty</tex> , and <tex xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">P(s)</tex> approaches diagonal dominance at high frequencies. It will also be shown that these conditions on the plant can be interpreted as conditions for the existence of a decentralized wide-band control scheme.
