As the temperature is lowered in a system of interacting fermions in one dimension with static impurities, the ratio of the elastic and inelastic scattering lengths depends crucially on the interaction coupling constants. In one range, transport in the system is classical and the resistance decreases with decreasing temperature. In the other range of coupling constants the transport has to be treated quantum mechanically and Anderson localisation results.
