Maryland's All-Payer Approach to Delivery-System Reform

Abstract

Maryland, with its all-payer rate-setting system for hospital services, and the Centers for Medicare and Medicaid Services are launching a new model that will transform the state's delivery system and may guide other federal–state partnerships in improving health care.
