Abstract The tragic events in Yugoslavia demonstrate the need to prevent ethnic tensions escalating into armed conflict. Such tensions can be reduced or defused if they are recognised early enough, their nature fully analysed, the appropriate role of third party mediators defined and international will—both in political and resource terms—is present. This report outlines an innovative approach to the problem.
