The transfer of the Panama Canal was the most frequently polled foreign policy issue during the period 1975-78. Contradictory trends based on differently worded questions can be traced. But the results of the last polls, taken after both treaties had been ratified, show the same level of opposition as was most commonly found when the issue began to be widely publicized.
