The economic and technical approaches used by the Organization for Economic Cooperation and Development (OECD) in its 1981 study of the methodology for assessing the costs and benefits of sulphur oxide control are reviewed. In a large number of instances, OECD has not employed available or explicitly stated information in its methodology. This has resulted in a technique which seems incomplete and unsuited to general application in its present form. It is acknowledged that the topic is a particularly complex one; the present critique is presented as a contribution to the current international debate on the subject.
