RURAL DEVELOPMENT PLANNING: CONCEPTS AND TECHNIQUES

Abstract

Trends in the conceptualisation and application of rural development planning in less‐developed countries are reviewed in this paper. After discussing the extent of overlap or conflict with agricultural sector planning, the origins of alternative approaches to rural development planning are surveyed. Arguments doubting the feasibility of nation‐wide rural development planning are then critically examined. Finally attention is drawn to several planning techniques which facilitate integration at the local level of normally unco‐ordinated analyses. The potential value of rural development planning lies primarily, it is suggested, in improving the problem‐solving capacity of current regional and national planning procedures. Résumé PLANIFICATION DU DÉVELOPPEMENT RURAL: CONCEPTIONS ET TECHNIQUES Cet article passe en revue les tendances observées dans la conception et application des plans de développement rural dans les pays en voie de développement. Après avoir examiné l'étendue dans laquelle ces plans font double emploi ou sont en conflit avec ceux du secteur agricole, il dresse un aperçu général sur les autres manières d'appréhender la planification du développement rural et sur leurs origines. Il examine ensuite d'un oeil critique les arguments mettant en doute le caractère réalisable des plans de développement rural à l'échelle nationale. Finalement, il attire l'attention sur plusieurs techniques de planification qui facilitent l'intégration au niveau local d'analyses normalement non coordonnées. Selon l'article, la valeur potentielle de la planification du développement rural réside primordialement dans l'amélioration des procédures de planification régionales et nationales actuelles en ce qui concerne leurs capacités à résoudre les problèmes. Zusammenfassung LÄNDLICHE ENTWICKLUNGSPLANUNG: KONZEPTE UND TECHNIKEN In diesem Artikel wird ein Überblick über Trends in der Konzipierung und Anwendung ländlicher Entwicklungsplanung in weniger entwikelten Ländern gegeben. Nach einer Diskussion über das Ausmass der Übereinstimmung mit der oder des Unterschieds zur landwirtschaftlichen Sektorplanung werden die Ursprünge alternativer Näherungsversuche ländlicher Entwicklungsplanung aufgezeigt. Argumente, die die Durchführbarkeit landesweiter ländlicher Entwicklungsplanung in Frage stellen, werden dann kritisch untersucht. Schliesslich wird auf einige Planungstechniken hingewiesen, die die Integrierung normalerweise unkoordinierter Analysen auf lokaler Ebene ermöglichen. Der potentielle Wert ländlicher Entwicklungsplanung liegt hauptsächlich, so wird argumentiert, in der Verbesserung der Fähigkeit, Probleme gegenwärtiger regionaler und nationaler Planungsmethoden zu lösen.
