Applying the time-differential perturbed angular distribution method on three long-lived nuclear isomers in Ce isotopes, we present microscopic observations of the $4{f}^{1}$ state and its interactions with conduction electrons of extremely dilute Ce ions in solid and liquid metals in the temperature range 77 to 950 K.
