We propose a model for generating a scale-free-like network by means of only a preferential rewiring process with fitness parameter chosen from fitness distribution. By using the proposed rewiring process without growing, the network reaches a stationary state from an initial network with fixed numbers of nodes and edges. It turns out that the obtained network has a lot of isolated nodes and a giant cluster which has a scale-free-like property. We found that the obtained networks by choosing a suitable fitness distribution show some properties related to real metabolic networks.
