J. Abstract The forbidden line of S II has been detected at a wavelength lambda 6716 in the galactic background with an intensity relative to H alpha that is approximately four times higher than that observed in traditional H II regions. This result is the first strong evidence that the emission line spectrum of the faint background is significantly different from that of H II regions. It implies that scattered light from H II regions is not the dominant source of the background emission and that the ionization/excitation conditions within the regions that produce this background differ from the conditions in traditional H II regions. An analysis of the H alpha and S II forbidden line widths suggests that the emitting gas has a temperature of less than about 20,000 K and that the individual emission regions have random velocities typically less than about 30 km/s.
