We report the excitation of lower-hybrid waves by a multiple-ring slow-wave structure (four waves, $\ensuremath{\lambda}=23$ cm) in a magnetized plasma. Wavelengths measured parallel and perpendicular to the magnetic field were in agreement with the theoretical dispersion relation. The waves propagated in a packet defined by the axial length of the slow-wave structure.
