A description is given of an absolute viscometer of the rotating cylinder type, which has been constructed for the purpose of studying the fundamental flow characteristics of bituminous road binders. With this instrument, viscosities from 103 to 108 poises can be accurately measured, and a value for the elastic recovery of the material under known conditions of shear, stress and temperature can be obtained.
